Türkiye’nin 8 ilindeki su ve katı atık altyapıları finansmanı AB ve Fransız Kalkınma Ajansı AFD tarafından karşılanacak proje, Ä°ller Bankası ve AFD’nin belediyelerle ortak çalışması ile yürütülecek. Ä°ller Bankası ve AFD’nin birlikte yürüttüğü "Belediye Hizmetleri Projesi"nin 8 ildeki 12 faydalanıcı kurumu, 7-8 Mart 2022 tarihinde Ankara’da düzenlenen bir çalıştayda buluÅŸarak uluslararası ihale prosedürleri eÄŸitimi aldı.

266 milyonluk bütçe
2020’de baÅŸlayan "Belediye Hizmetleri Projesi"ne Avrupa BirliÄŸi’nin saÄŸladığı 203 milyon Avro’luk hibe finansmanını yöneten Fransız Kalkınma Ajansı AFD, 63 milyon Avro’luk bir kredi ile projenin toplam finansmanını 266 milyon Avro’ya çıkarttı. Proje kapsamında Adıyaman, Gaziantep, Hatay, Kilis, Malatya, Mardin, Mersin ve Åžanlıurfa olmak üzere 8 ilde içme suyu, atık su ve katı atık sistemlerinin güçlendirilmesi için 19 altyapı yatırımının gerçekleÅŸtirilmesi planlanıyor. 
2.4 milyon kişiyi kapsıyor
2025 yılında tamamlanacak olan program sayesinde, son yıllarda nüfusu yoÄŸun bir ÅŸekilde artan bölgedeki yaklaşık 2,4 milyon kiÅŸi, daha güçlü içme suyu, atık su ve katı atık hizmetlerine ulaÅŸacak. Ayrıca, iklim deÄŸiÅŸikliÄŸinin yol açtığı kuraklık tehlikesine karşı, su kaynakları daha sürdürülebilir bir ÅŸekilde yönetilerek yılda yaklaşık 4,5 milyon metreküp kirli suyun çevreye karışması önlenecek ve yılda yaklaşık 22 milyon metreküp içme suyu tasarruf edilecek. Program, belediyelerin katı atık ve atık su sistemlerinin daha etkili yönetimini saÄŸlayarak, sera gazı emisyonlarının azaltılmasına da önemli ölçüde katkıda bulunacak.

Projenin önemli hedeflere etkili bir ÅŸekilde ulaÅŸması için yapılan teknik destek faaliyetleri kapsamında, projenin nihai faydalanıcıları ve uygulayıcıları olan belediyeler ile su ve kanalizasyon idarelerinin teknik ve finansal yönetim kapasitelerinin güçlendirilmesi hedefleniyor. 85 kiÅŸinin katıldığı çalıştayda AFD’nin Paris’ten gelen uzmanları ihale prosedürleri ile ilgili bir eÄŸitim verdi. EÄŸitime Ä°LBANK Genel Müdürlüğü ve Bölge Müdürlükleri de katılarak önemli katkılarda bulunurken, bundan sonraki aÅŸamada, proje kapsamında yerelde yürütülecek olan ihale süreçlerinin en etkili ÅŸekilde yönetilerek, 8 ilde hizmetlerin güçlenmesi ve Türkiye’nin iklim deÄŸiÅŸikliÄŸine karşı mücadelesinin desteklenmesi hedefleniyor.
